Chrome comes with the built in ability to use irc. IE does not and Firefox did not used to, but does now apparently. I just checked.

BTW mumble also has a functional chat ability that supports linkage and pics if you need that as well.

tested it out and it works well. Wish anet had a means to allow you to run irc through guild chat in game too though
