Sorry I ask so many questions, but what is the process for nominating people for Soldier and subsequently promoting them?  I think there are some folks that fit the soldier description:

As it is, the rank is malleable and open to interpretation.  That being said, the officer promoting needs to consider the person(s) being promoted and how much they deserve it.  As long as the officer truly considered this, I will wholeheartedly support their decision.
